* (OS_make_subprocess): Permit 0 as environment pointer argument,
  meaning use value of `environ'.  Fix a couple of bugs in the child
  process initialization sequence.

* (OS_process_stop, OS_process_continue): Don't check to see if job
  control is available -- just do it.
