New declarations (TYPE-CHECKS), (RANGE-CHECKS), (NO-TYPE-CHECKS),
(NO-RANGE-CHECKS) for local scopes. I wrote a much longer
description, but it was eaten by CVS, which left no trace of it, and
I am now disinclined to rewrite it.
