Rewrite OS/2 and NT versions of CURRENT-USER-NAME,
CURRENT-HOME-DIRECTORY, and USER-HOME-DIRECTORY to use the same
heuristics in both systems.  Improve the heuristics so that these
procedures will work with a minimum number of environment bindings.
