In GUARANTEE-IMAP-FOLDER-OPEN, send a SELECT command if the folder's

messages are not synchronized.  This fixes

   (with-open-resource <url> folder-length)
   ;Value: 0

where <url> is an IMAP URL for a folder that was recently open.
